BSNL Broadband not working...reason? Password change!

Day before night, before logging off from my BSNL Broaband connection, i had reset my *default* password of the URL where i can view my broadband Usage hours. This happened very fast (luckily!) and then i closed the connection. But yesterday morning when i tried to connect to the net, i could not do it...there was no packets movement at all!! Yesterday the whole day it happened like this. Initially i thought the server might be down and hence remained quiet. But as this continued for the whole day, my suspicion stared on my phone line as well as modem. Today morning also i tried but in vain.
So, i asked my bro to contact the BSNL concerned authorities and enquire regarding the problem. And u know what the answer we got when my bro told about the problem? It was really surprising and shocking to hear this....the authorities told that if the default password is changed then there will be no connection...so, we should retain the same *default* password!
This is so pathetic...First of all, i still not understand the relation between the password and packets movement. Second, if this is the case, why do they need to give an option called 'Change Password' in that URL???
No authorities are aware of the answer to this question except the one who designed the circuit (Huawei Modem) and the one who designed the website (Change password option)!
God...Please give some common sense to these guys...

Also the phone line becomes very noisy if the modem is on. I heard that it might be due to the splitter. Plan to take this up with BSNL soon.......
